Welcome to the consultation website for the proposed Train Crew Accommodation (TCA) project at Edgware Road Station.
Transport for London (TfL) is bringing forward plans for a new Train Crew Accommodation building on operational land at Edgware Road Station. The facility will provide modern, purpose-built welfare and operational space to support London Underground train drivers and crew, replacing outdated accommodation elsewhere on the network.
The TCA project forms part of TfL’s wider programme to modernise its operational estate and ensure staff have access to high-quality facilities that meet modern standards, whilst supporting the safe, reliable delivery of services for passengers across the capital.

The proposed site is located to the west of Griffith House, on TfL-owned operational land currently used as a car park and garage area. The site sits within the wider Edgware Road Station estate and does not currently contain any residential or commercial premises.
The new building will directly support operational requirements for Edgware Road Station, enabling the efficient deployment of train drivers, signallers, and operational teams. The development will also help unlock opportunities for future refurbishment of Griffith House as part of TfL’s long-term estate strategy.
Our Commitment
TfL and the project team are committed to bringing forward the proposals in a transparent, responsible and sensitive manner. Extensive pre-application discussions have been held with Westminster City Council (WCC), including their design and heritage officers. The design has been carefully developed to reflect feedback received to date, respond to the site’s urban context, and address key considerations including townscape, heritage, security, and sustainability.
This website has been created to provide further information on the emerging proposals and to offer an opportunity for members of the local community and stakeholders to provide feedback before a planning application is submitted.
Why is this needed?
TfL’s existing welfare accommodation for train crew at Edgware Road is outdated, inefficient and no longer fit for purpose.
The new facility will provide modern, accessible, and sustainable accommodation for operational staff, supporting the reliable delivery of Underground services.
Delivering the TCA will enable future redevelopment opportunities elsewhere within the estate, ensuring TfL makes best use of its operational assets.
The proposals form part of TfL’s commitment to continuous improvement, sustainability, and long-term resilience for London’s public transport network.
The proposals and design approach
The Train Crew Accommodation building will provide modern operational facilities for TfL staff who operate services across London Underground. The building has been designed to create high-quality internal spaces, providing welfare rooms, rest areas, locker rooms, showers, offices, meeting rooms and operational support areas, all within a safe and accessible environment for staff.
The design reflects careful consideration of the building’s setting, using durable and high-quality materials that reference the surrounding context. The upper levels of the building will feature dark glazed terracotta cladding, taking inspiration from the traditional brickwork seen in Westminster and nearby Georgian terraces. At ground level, existing concrete from the current car park will be reused as cladding panels, reducing construction waste and embodied carbon. Fine galvanised steel framing will also help to articulate the street-level facade, while integrated green walls will soften the building’s appearance and contribute positively to the streetscape.
Public realm improvements form an important part of the proposals. Along Chapel Street, new landscaping and planting will help create a greener and more attractive frontage, while security features have been incorporated in consultation with the Metropolitan Police to ensure the site remains safe and operationally secure.
Sustainability and the environment
Sustainability is central to TfL’s approach in bringing forward these proposals. The reuse of existing concrete from the car park will minimise embodied carbon and reduce waste, supporting more environmentally responsible construction methods. Green walls incorporated into the design will contribute to local biodiversity, improve air quality and enhance the building’s appearance from the street.
Internally, the building will make use of natural ventilation where possible, while high-performance glazing and integrated louvres will help regulate solar gain and minimise light spill to neighbouring properties. Sustainable drainage measures have also been incorporated to manage rainwater on site and reduce flood risk. The combination of these measures will ensure the development meets modern standards of environmental responsibility while delivering long-term resilience and efficiency.
Access, transport and operations
The new facility will serve train crew and operational staff only. It will not be open to members of the public. Staff working within the building will primarily travel to the site via public transport, taking advantage of the excellent connections at Edgware Road Underground Station and local bus routes. To support active travel, secure cycle parking will be provided for staff.
The building is designed to operate for approximately 21 hours a day, typically between 4:30am and 1:30am. This operational period reflects the nature of train crew shift patterns, ensuring round-the-clock cover for Underground services. A small number of operational parking spaces will be retained on site for essential staff and operational needs.
